AFRICAN UNION BEST PRACTICES AWARD COMPETITION (AUBPA) IN INFORMATION AND COMMUNICATION TECHNOLOGY (ICT)

The AUBPA award competition is a unique initiative of the African Union in inspiring the information society it is the leading continental award in Africa honoring excellence in Web design, functionality and creativity by creating a talent pool of bright and creative minds who works as a catalyst for the African Socio-Economic growth using ICT as a tool and spreading its benefits across time zones, cultural divide and across Socio-Economic layers.

AUBPA award competition established in 2006 during the 2nd African ICT Week, the AUBPA was presented by the Department of Human Resources, Science and Technology HRST at the African union Commission reflecting the tremendous growth of the Internet as a tool for business and everyday lives, The AUBPA award competition is trying to honor excellence in the following categories:

ELIGIBILITY AND GUIDELINES

Eligibility and Rules

The 1 st AUBPA award competition is open to all individuals, institutions, other entities or non-governmental organizations only from AU Commission member states, those should be involved in designing, building, managing, maintaining, marketing or promoting web sites for best practice, and creative use of ICTs.

Web sites entered must have been in general use for at least part of the current calendar year and be live and accessible from the time of entry through June of the next year. The Web site should be a first time nomination for a Award of this kind.

Sites that have won awards in past AUBPA award competition are not eligible for further AUBPA award competitions. There is no limit to the number of categories a site may enter. A completed entry form must accompany each site entered.

 

Eligibility Criteria

The AUBPA award competition shall be awarded in conformity with the following criteria: individuals, institutions, other entities or non-governmental organizations must have carried out an ICT development activity at any level and in any form (formal, non-formal or informal), by

•  implementing national, regional, local projects and activities aimed at reaching the widest possible audiences and at enhancing the quality of using an appropriate mix of technologies;

•  developing innovative materials making use of effective pedagogical approaches and learner-support systems;

•  developing successful applications in mainstreaming the use of technologies in education; promoting the development, adaptation and reuse of open educational resources;

•  increasing equity in the use of ICT4Devlopment;

•  promoting research and development to facilitate accessibility of technologies for all, including marginalized, disadvantaged and vulnerable people.

Presentation of Candidatures and Submission of Nominations

Candidatures must be presented by the government of a Member State of AU Commission or a Regional non-governmental organization, maintaining formal consultative relations with AU Commission and active in the relevant fields covered by the AUBPA award competition. Each government or Regional non-governmental organization is entitled to nominate only three candidates per year. A self-nomination cannot be considered.

Language Limitation

While non-English Web sites are not explicitly forbidden, sites must be accessible to our predominantly English speaking judges. In categories that may not depend on language, such as (but not limited to) Best Visual Design and Creative, non-English speaking sites are eligible if they are highly visual or otherwise not dependent on language.

Unacceptable Material

Sites that contain pornographic material, propagate "hate" messages, make defamatory statements, or which are otherwise extraordinarily offensive are not eligible.

Disqualification

Ineligible entries may be disqualified at any phase of the competition without notification.

Acknowledgement of Entries

Entrants will receive an email acknowledgement when an entry has been received.

Terms and Conditions of Entry

The AUBPA award competition assumes all entries are original and the entrant either owns the website or has permission from a client or other appropriate party to enter the work, with all rights granted therein. In the event that an entrant without such rights submits a site, the entrant will not be eligible for the competition.

The AUBPA award competition are not liable for any copyright infringement on the part of the entrant. Submission of any entry acknowledges the right of The AUBPA award to use it for exhibition and publication in any medium.

Timely submission of an entry meeting the eligibility requirements as stated herein ensures that an entrant's site will be reviewed and considered for recognition. No other representation or warranty is made by The AUBPA award competition concerning entries and all implied warranties are hereby expressly disclaimed.

If an entrant's site receives an award, the manner and details of announcing such nomination and award is strictly within the discretion of The AUBPA award. Entrant understands that all awards may not be given or publicized in the same manner and some might be presented in a ceremony and others might not.

ENTRY DEADLINES

Entry Deadline: January 27th, 2007.

SUBMISSION INSTRUCTIONS

Entries must be entered using the entry form on the following link www.aictw.com . A web site is considered entered after a completed entry form is received by the AU Commission. The AUBPA award reserves the right to re-categorize entries and to create new categories if appropriate.

Applications are made by Member states or Regional non-governmental organizations, maintaining formal consultative relations with AU Commission, which are requested to consider the following steps:

•  widely inform all stakeholders involved in ICT about the AUBPA award competition (public/private institutions; local newspapers, radio and TV; private companies);

•  set up a selection committee or panel to screen the candidates;

•  select the most deserving candidates and work with them to prepare their files for submission to AUBPA award committee.

AWARDING

•  NOMINEES

The AUBPA award committee will select the five (5) best sites in each of the 9 categories based on review and analysis using the identified judging criteria. The judging process is comprehensive and overseen by AU Commission. These sites will be recognized as AUBPA award Nominees.

•  WINNERS

In each of the 9 categories, to win a AUBPA award the AUBPA award committee vote will choose a winner based on review and analysis of the nominees. These sites will receive a AUBPA award.

The AUBPA award will consist of certificate and cash prize. Subject to sponsors contributions, additional prizes may be established.

USE OF THE AWARD

No restrictions on the use of the award will be imposed, as this is a personal award and is to be used at the discretion of the recipient/winner.
